Do you want to understand more about the proposed changes to the NDIS?

Down Syndrome Queensland, in conjunction with the NDIA will be running a webinar to answer your questions on the proposed changes to the NDIS including Independent Assessments, the new Planning Process and changes to Early Childhood Early Intervention (ECEI) pathway.

NDIS UPDATE!

The NDIS is changing. This article will explain the changes to Access and Planning. It will also show you how to tell the NDIA what you think.

The NDIA have put out two documents explaining the changes.

  1. Consultation paper: access and eligibility policy for independent assessments
  2. Consultation paper: planning policy for personalised budgets and plan flexibility

The NDIA want to hear from you. You can tell them what you think

  • By writing it down
  • By recording a video
  • By recording you talking

You can send your thoughts to the NDIA. You can also send them to us at Down Syndrome QLD. We will give feedback to Down Syndrome Australia. Down Syndrome Australia will talk directly to the NDIA about what people with Down syndrome think.

WHAT IS CHANGING?

INDEPENDENT ASSESSMENTS

The NDIA will pay for you to have an Independent Assessment. This is an assessment by a professional who does not know you. Independent Assessments will assess how you function and what kind of supports you need. Independent Assessments will be for people applying to access the NDIS. Independent Assessments will also be for NDIS participants doing a Plan Review.

CHANGES TO ACCESSING NDIS

This change will only affect people who need to apply for NDIS, not people who are already NDIS participants.

There will be a new process for applying for Access. The NDIA will pay for you to have an Independent Assessment. This is an assessment by a professional who does not know you. It will test how you function. The results will be used by the NDIA to decide if you are impacted enough to get NDIS.

CHANGES TO PLANNING

There will be a new process for planning. The NDIA say these changes begin at the end of 2021. You might experience this new process in 2022 or 2023 when it is time to review your plan. The changes will be rolled out gradually.

The changes include Independent Assessments. The NDIA will pay for you to have an Independent Assessment. This is an assessment by a professional who does not know you. It will assess how you function. A planner will look at the results of your Independent Assessment and create a Draft plan for you. You will then have a Planning conversation with your LAC or Planner. This meeting will be about how you can use your new plan.

This change means you will not have as much of a say about how much funding you get. That will be determined by the results of the Independent Assessment.

You cannot review the results of your Independent Assessment. The NDIA have listed two times when the amount of funding in your Draft plan can be changed.

These include when a participant has:

  • very complex needs
  • very high cost supports

When you get your new NDIS plan, if you are not happy you can ask for a review of your new plan. The review process has not changed. However, you cannot change the results of your Independent Assessment. Independent Assessments cannot be done more often than every three months. The NDIA hope to only do an Independent Assessment when something significant changes for you, or every few years.

The NDIA hopes these changes will make the NDIS more fair and consistent.
